Operations Brief

"Gentlemen: It is important to focus on the primary mission requirement - convincing the Bosnian Serbs that regardless of whether there are U.S. troops in country, challenging the United States can precipitate immediate mortal danger. The operation I am recommending will give us multiple opportunities to do exactly that-in five phases:

"(1) Planning Phase: We will complete detailed planning, provide command and control procedures and an air task order. Requests for support will include having VMFA-224 and VMAQ-1 at Aviano chopped opcon to 26th MEU and CVW-7 provide direct strike support. We will also be requesting Joint STARS support from Aviano. Rules of engagement should allow immediate use of deadly force against armored vehicles and armed personnel.

"(2) Deception and Preparation Phase: During your party's return to Sarajevo this evening we will fake a helicopter mishap close to Kalinovik, a town on your route and only 41 nautical miles from Mosovic. As coverage by the press progresses, MSSG-26 will use the incident as a cover to build a forward arming and refueling point (FARP) around a TBFDS equipped CH-53E. During the remainder of tonight we will stage UH-1s and CH 46s, elements of two reinforced rifle companies, and other assets at the FARP as a "security measure." Simultaneously various assets will be redistributed between ships.

"(3) Assault Phase: At 0540 tomorrow AH-1s, CH-53s, and AV-8s will launch from Wasp for three rendezvous points over Kalinovik. At 0614 elements staged at the FARP will launch and rendezvous. All will proceed immediately for Mosovic. At 0628 VMFA-224 will deliver four Mk-84 laser guided bombs to destroy the North Bridge (Target Reference Point 1) and coordinate the delivery of cluster munitions on Hills 881N (TRP 2) and 916 (TRP 3). At 0638 (dawn) escorting Harriers will prep the tops of Hills 861 (TRP 4) and 881S (TRP 5), and the first wave of BLT 1/6 will land in two landing zones and at the two designated recon insert points. The battalion will seize Objectives Alpha and Bravo.

"(4) Demonstration and Consolidation Phase: The helos will return to launch points and pick up the second wave. The battalion will make contact with Mosovic and deliver instructions to the Serb headquarters that require surrender by 0830. At 0730 the remainder of the battalion will arrive. Civilians and surrendering Bosnian Serb soldiers will be allowed to leave Mosovic over the Center Bridge until 0825. If necessary, at 0830 BLT 1/6 will assault and seize the town. Should any Serb unit move to reinforce Mosovic, VMFA-224 as airborne maneuver element reinforced by CVW-7 from USS Washington (CVN 73) will destroy it.

"(5) Withdrawal Phase: We will conduct a deliberate withdrawal under heavy air support. Any hostile act will be countered with devastating force.

"This operation will give us an excellent opportunity to provide a meaningful combat power demonstration, a good chance of arresting both men, and a good chance of being able to engage, and destroy from the air, a force attempting to reinforce Mosovic; any one of these actions should complete our mission requirement and demonstrate that despite the withdrawal of forces, powerful U.S. assets are available to react. My staff is already in planning and the 26th MEU is standing to. We will be ready."
